Bill Rogers, Esq.

As an Attorney of Counsel at Silverpine Law, Mr. Rogers represents government contractors in claims, protests, appeals, requests for equitable adjustment, and investigations/audits. His work includes representing individuals and corporate entities in disputes before the Armed Services Board of Contract Appeals (ASBCA), the Civilian Board of Contract Appeals (CBCA), and other Boards including the DC CAB, PSBCA, GAO CAB, and ODRA. He advises government contracting entities undergoing employment-related investigations and litigation. He also drafts and negotiates commercial Terms & Conditions with subcontractors and vendors. He is intimately familiar with the security clearance system in the federal government, and counsels both individuals and commercial entities regarding how to navigate the clearance process.
Prior to joining Silverpine Law, Mr. Rogers was Vice President and General Counsel at Chugach Government Solutions, a large federal contractor with fifteen subsidiaries providing services to the US military regarding information technology, education/training, base operations, construction, and foreign military sales. There, he directly supervised the departments of HR, clearances, and labor relations. In addition to handling personnel matters, Mr. Rogers had primary responsibility for securing legal resolution of the company’s commercial and contract disputes with the federal government and with rival contractors.
Before Chugach, Mr. Rogers spent nearly twenty years in various military-attorney roles. As the Director of the Employment Law National Practice Group for the Department of Veterans Affairs, he managed a staff of over twenty attorneys and paralegals handling employment disputes across the country. As District Counsel for the Army Corps of Engineers, he managed a team of attorneys to advise on construction and service contracts in the Middle East, and he carried 15% of the Corps’ entire appellate caseload before the ASBCA. As a Judge Advocate within the Air Force and Air National Guard, he handled countless adversarial hearings on a wide range of high-stakes legal matters affecting military personnel.
Mr. Rogers earned his law degree at Widener University and his master’s degree in information systems at George Washington University. He holds a bachelor’s degree in business management from the University of Maryland and a second bachelor’s degree in strategic executive development from the University of North Carolina.
Mr. Rogers is a licensed member of the bar in DC and Virginia. A retired colonel, he has deployed to Iraq, the United Arab Emirates, Croatia, and Afghanistan. For meritorious military service, he earned the Bronze Star and the Army Commendation Medal.
